What kind of set up should I take, to fish on a float hunt off the north slope in August. Grayling and Char will be the target. Fly fish is out because I lack equipment and experience . Rod, line and lures that you would take on an artic float?

mepps spinners and smaller spoons. you could bring some flies, just throw a red and white bobber a few feet up the line to get some weight to be able to cast it out.

Little mepps or panther martin spinners are killers and I grew up fishing flies behind a bobber. Both methods have proved successful up north. Hard to go wrong with either.
Like you said, the char will be in heavy, and they are generally very easy to catch. They like Mepps # 3's and spoons of the same size. Swedish pimples and Kastmasters are great. Fish the edges of riffles. Use the same things for grayling, smaller. For poles, I use open faces spinning gear but anything will work.

I love my Fenwick HMG70ML/M-FS3. 3 piece travel rod that comes with a nice case (you can leave the reel on). It has 2 tips, medium light and medium. Matched up with a Shimano Stradic 2500 with an extra spool so I can switch between 8# (or 6#) and 12#. The Dollies will be in pretty good current in the Kongakut. For most places, like Stu said, 8 would be great, but for the current, ten would be a little better. I think.
