Why are so many sub-forums marked as private now?

guys, everyone has full access to all the forums now

It appears creating new private messages is broke. I can send to people I've PM'd before but not new ones.

Unless it's changed, new people have to have a certain number (like 10?) of posts before they are allowed to pm.

I didn't mean you. The new people aren't allowed to send, (or maybe even receive pms?) until they have made a certain number of posts. At least I thought that was how it used to be.

I sent a message to an admin. I'm trophy whitetail hunting and only have a cell.
