It is my understanding if you don't live on the road system you are permitted to longline halibut 24/7/365 w/ 30 hooks. My question---If say a Wasilla guy resides in one of these "eligible" communities for over 30 days, can he legally fish for subsistence halibut? Logic would tell me yes, but I really don't want to spend half a day playing phone tag w/ the agencies that can answer this. twodux do you know? Anybody???

Fullbush, out of curiosity I looked up the NOAA Halibut Subsistence page. Not sure if it has what you are looking for but there is a ton of info on there. Some of it is pretty interesting. Here is the link:

It says there, "Qualifications for a rural SHARC continue to require domicile in a designated rural area for the 12 consecutive months immediately preceding the time when the assertion of residence is made, and no claim of residency in another state, territory, or country."
So I do not think if you reside in Cordova, for say, 30 days, you can apply for a SHARC permit. Hope this helps.

Hey Jacksons Dad, Thankyou!. I know its a copout to say I have ADS but I do! My mind starts wandering, especially when I'm reading government nomenclature. I still don't understand. My understanding ( someone said) is that you are eligible for federal subsistence if you reside some where 30 consecutive days. In other words if you lived in the Brooks Range for 30 days you could kill a sheep to eat..Is this right? Heck I want halibut in my freezer just like the rural peeps in Kodiak and Juneau!

Jacksons Dad has it correct. A good person to speak with is Vince Mitchell of the USFWS. ( I think he is still there) but to qualify for federal subsistence you must be a rural resident in that area for the period of one year. Much the same as becoming a resident to AK. If you live in a non subsistence area all your life. ( Anchorage/Valley/ Fairbanks/ Etc) and move, to a Federally qualified area, with ONLY federal regulations; you must again establish residency.
Unless: your moving to an area where the state of AK has the same seasons and bag limits. such as NW AK and the liberal season and bag limits on the western arctic caribou herd. The season on state lands match the season and bag limits on the federal lands.
