small boat trailer launch - whittier

Can you launch a trailer (18' skiff) on the gravel beach at the head of passage canal in Whittier (near the tunnel entrance)? Can it be done at high and low tides? It would be nice to avoid the boat harbor exercise or being hosed by a barge landing at Smitty's........
