It is definately a Mauser M98, by design but it does have some look of the VZ24's, which of course is a 98. Something about the rounded side rail just forward of the thumb cut. And it is of course of military heritage. A shot of the bottom metal would help but may have been changed also. I will guess it has the 'C' broached diaphram, third lug, and 'K' flange on it originally. That shroud has the gas flange but all aftermarket shrouds do and the trigger/safety is of the box type as has been pointed out.
Is the magazine release recessed to require the point of an FMJ round to open? The early FN Commercial floor plates had a raised release button for the trap door plate and some folks used that as a quick up grade. I still prefer that trap door with the raised release button and have a recent custom with that plate. They were standard on the 1950's vintage FN's and that era usually had the "C" broached receiver as well.
It looks like a strong action for a home project, should be fun.
