That's even more basic and possibly even more ignorant than using federal spending per capita, it simply does not accurately reflect the reality on the ground. The false claim that is repeated over and over again about Alaska and Alaskan receiving excessive federal government funding simply doesn't hold up under even the slightest bit of scrutiny.
