Documentation for tanning hides.

I read somewhere else a question about goats and the possibility of people reporting nannies as billies so you don't get dinged on the regulations and future hunting opportunities.

I have only taken in Lynx and bear hides for tanning. My question is; If you take in other hides that don't have to be sealed, what documentation is the tanner required to see from the person? License, hunt report, proof of sex? If the tanner sees that the item is questionable, does he/she have to report it?

As far as I know all goats have to be taken into F&G to be sealed. They know who's killed a nanny or a billy. They seal it with a locking tag, and that's all I think a tanner needs to see. Meaning, I never had to show any paperwork when I took my goat hide into the tanner.
