50hp upgradeable to 65?

My buddy was telling me that Honda (& others?) make a 50hp that is detuneable to 35 (for running on the Kenai) and that the "chip" or some sort of electrical component could be replaced and the 50hp could be increaded to a 65hp. Is this possible? Is this feasible? Is my buddy full of it?

I believe the 50's are carburated. The de-tune is done by making the carb not fully open.

To get 65 horse would require more extensive modifications, would increase wear and tear on the motor and drivetrain, and suck a bunch more gas.
