I cannot seem to find the site to register for HIP to make.myself legal. can someone post it here?

Your state duck stamp is proof that you enrolled in HIP— ... like a list of registered waterfowl guides, view or download.

When you fill out the sheet that says how many ducks did you kill last year. How many geese did you kill. Do you plan to hunt geese cranes this year. That is the hip stuff
