Is there anything illegal about shooting a bear while you are fishing or dipnetting, provided bear hunting is otherwise legal for that time and place?

Why would there be? Provided you are legal and the game is in season on all counts.
Now I don't know where you would find legal game in the crowds of dipnetters?

Only if you don't have a hunting and fishing license. Make sure you have the right tag for the unit, some bears require harvest tickets, some fish (king salmon) need their version of a harvest ticket as well. Each have their own season as well. I sure hope that hunting and fishing at the same time is not against the law!!!!! There have been several times, over the years that hunting was slow during the day, so we broke out the fishing gear and wet the line! What better to break up the day than catching a few nice fish for dinner? Some times just being quite fishing, big game would wander by and if they were legal, they would end up on the meat rack.
