All the Chugach NF campgrounds in the Seward district are collecting fees through September 7th (that's T-Pass to Russian River to Seward). They may close down some loops, but the gate will remain open with free camping until the first notable snowfall.
This is from the mouth of the Ranger in charge of these campgrounds. I asked him about it just 2 weeks ago.Winter is Coming...

The CG is being closed so that the entrance road can be refinished.
Hidden, Tenderfoot and Quartz will remain open until the snow gets too deep.
They will also be charging until the 15th I believe.
I should be pulling into Quartz Monday afternoon.
FYI This info came down the pipe a couple of days ago from the CG management co.

Just talked to the Seward district ranger again yesterday. They are in cutbacks right now and all Chugach NF campgrounds are going to be closed on September 15th except for a couple spots. They are leaving Porcupine (Hope), one loop in Russian River, one loop in Trail River, Ptarmigan, and Primrose campgrounds open until snow depth has them shut the gates. He also said that even after the gates are closed, you can still walk in and camp for free at any campgrounds. They will just have all services shut down for the winter (outhouses & trash collection). The reservation system was shut down on September 7th, but they are still collecting camping fees until the 15th. After that it is free access.Winter is Coming...
