Even without a motor its a good idea as the canoe is then in your name by hull number.If stolden there is paper work to bring it to its true owner.Also if you get lost they can say we found his canoe

Yes. Any boat with mechanical propulsion must be registered; doesn't matter if its gas or electric motor.
