Default Trapping below the tide line??

Has anyone heard of a federal law that would prohibit one from placing a trap out in the saltwater well below the low tideline?? Worried about catching sea otters and sea lions?? I might check with FWS of course.

Trapping below tide line is pretty common for some species. Used to be a guy who did good on wolves trapping in shallow tidal pools.

Might want to ask the Coast Guard if that would be okay.
