    Default Big Game Comm Svcs Board Meeting

    The next Big Game Commercial Services Board (BGCSB) meeting is scheduled for December 7-9, 2010, at the Coast International Inn, 3450 Aviation Ave.

    For those of us that may be/will be affected by a DNR Guide Concession Plan/Program, be aware that DNR is scheduled to address board management around 11:00AM on Tuesday, 12/7/10. Also be aware that "break-out subcommittee sessions may occur throughout the day(s).

    Hopefully the BGCSB will post a complete agenda soon.

    I have already been approached by three different contracting guide-outfitters still concerned about this APHA initiated, BGCSB sanctioned, proposed/planned DNR abortion of a substantial percentage of the ethical, honest and hard working Alaskans within the guide-outfitter business and community.

    I hope to see you all there.

    If guides can stay for Friday December 10th to help proctor the registered guide-outfitter examinations that would be a grreat help. If you happen to also have any nice trophies (skulls) to loan for the day that would also be appreciated. Goats are needed most.

    There will be a separate transporter information and GMU 23 subcommittee meeting 0830 Monday the 6th in conference room 240 of the Atwood building.

    The next Big Game Commercial Services Board meeting, the next "guide board" meeting, is rapidly approaching.
    December 7th, 8th, and 9th.....Anchorage, AK

    While the entire meeting will be important for the guide-outfitter/commercial services industry, one of the agenda items stand out for me.
    On Tuesday, Dec 7th, at 10:00 (or there abouts) the Department Of Natural Resources will be given some time to further explain the Guide Concession Plan/Program (GCP), what it has evolved into, and what direction it is heading.

    If you are a contracting guide-outfitter and/or if you work as an assistant guide on state land this info will be vital to the future of your business, work and employment.

    Karl (or anyone else),

    Is the BGCSB gonna stream this online? We had spoken about that some time ago and it was supposed to be in the works.

    Unfortunately this Board meeting will not be live audio streamed. Guides are the first license to request this and it is still beyond IT. Board of Game's staff has been extremely helpful though so with any luck by the March 15-17 Board Meeting since UAF is supposed to all be wired for this any way (and there are lots of smart college kids around to help). It is definitely the way of the future allowing more remote folks to participate.

    IMPORTANT UPDATE:

    The Agenda had some times wrong(?) - Agencies Testimony (including DNR) will start at 11:00 (or after reviews are done) Tuesday and the Public Testimony for the proposed regulation changes will begin at 08:35 as noticed Thursday. The online agenda has been corrected.

    Thanks for the schedule updates on the DNR discussion/briefing time. For many of us, that is 90% of the entire meeting. While the agency testimony time is now scheduled for 11:00, all of us should still plan on being alert and in our chairs- standing in the back for me- by 10:00 anyhooooooooooooooooo.

    Would the BGCSB meeting in Fairbanks be a good place to meet guides and outfitters?
    I am unemployed often, and would like to get involved in a new carreer.

    NOTICE OF PROPOSED CHANGES IN THE REGULATIONS OF THE BIG GAME COMMERCIAL SERVICES BOARD

    The Big Game Commercial Services Board proposes to adopt regulation changes in Title 12, Chapter 75 of the Alaska Administrative Code, dealing with guide-outfitter use area maps, ethics standards, and marine transporter use area registration, including the following:

    1. 12 AAC 75.235, Guide-outfitter use area maps, is proposed to be changed to alter the guide-outfitter use area maps that the board adopts by reference to define guide use areas. The proposed mapping boundary adjustments is to clean up few select boundaries oversights which are preventing full use of state lands. The boundary adjustments are for the following areas: 15-03 North Boundary, 16-05 North Boundary, 05-01 North Boundary, 11-02 Southern Boundary, 09-30 Southwest Boundary, the state land boundary adjacent Kamashak Bay and McNeil River, 09-06 Eastern Boundary adjacent the Katmai, private lands between 16-01 and 09-04, 23-04 Western Boundary, 23-06 Western Boundary, and all US Fish & Wildlife Service refuge boundaries.*

    2. 12 AAC 75.340, Professional ethics standards for guides, is proposed to be changed to alter the ethics standards for guides.

    3. 12 AAC 75.415, Marine transporter use area registration, is a proposed new section that establishes requirements for marine transporter use area registration.

    *Under 12 AAC 75.265, the Big Game Commercial Services Board is also soliciting petitions to propose amendments to guide use area boundaries included in the Guide-Outfitter Use Area Maps adopted by reference in 12 AAC 75.235.
