Default Official list of sea ducks?

Is there an official list out there somewhere of which ducks are considered "sea ducks" by the feds? The regs say sea ducks include harlequin, oldsquaw, eiders, scoters and mergansers but is that the whole list? What about Goldeneyes? I sure see a lot more of them on the salt than on fresh water.

Not sure about goldeneyes, I know sometimes they are considered sea ducks, and some times they are considered divers. I would be courious to see what Alaska classifies them as well.

    Smile Alaska Sea Duck List

Just looked up the Alaska Waterfowl regs and listed as sea ducks are, Harlequin, Old Squaw, Eiders, Scoters and Mergansers.
We are still looking for one more serious waterfowler for a sea duck hunt this coming December 6-10 if anyone is intrested. Don
