Proposal 165 in the 2009/2010 proposal book just out from fish and game wants to not allow dipnetting till the biological escapement goal is met.
This was written by Steve Vanek, a commercial fisherman on the peninsula. He was also the person who tried to cut dipnetters back to three fish a day a number of years ago.
Look at the Kenai now. The commercials hve caught 1.9 million fish and yet the escapement goal has still not been met. So if this proposal was already in play, we all would still not be allowed to dipnet yet.
