Well I have not had the opportunity to go yet, but I have seen people fly fishing in the winter time on the Kenai River in Cooper Landing by the boat launch at the bridge. The few I have spoken to gives good reports.

the time of the year where you have to look ffor a stream that has more water in than ice.
    good luck.
from the reports I've seen, the Kenai is still open, but is best accessed by boat.

Lake outlets and inlets are your best bet because most of the trout winter in and around the lakes. the bridge at cooper landing is probably the most consistent and popular winter time fly fishery.

fishing isn't about life or death... it's more important than that.
