Default Best time of year to fish for halibut in Homer or Seward?

When is the best time to fish for halibut in Homer or Seward? From my understanding, it seems that early July is best? Any information will be much appreciated.

You don't want too small of a tide, if there is hardly any current, you don't get anything for a scent trail and the fish don't move much. You do need a little.
