    Yes
    you can keep the horns and yes I found the head lying on the ground with fireweed growing out of them.

    Keep the horns?!? That's great! Back in Oregon you could get in trouble for keeping horns found on the ground especially sheep horns.

    I just heard that on another forum about Oregon and I think Wa as well. I just don't understand why you guys have to leave them to the rodents and weather?

    Default Stops Poaching

    The law prevents people from killing a sheep and coming back for the horns later saying that they found them. Sad state but one way to stop poaching.
