Question Kenai Sockeye Escapement Chart Question

What does the Kenai-Soldotna Fishable green line mean on the kenai sockeye escapement chart? http://alaskaoutdoorjournal.com/Sonar/kenaisock.html
Does it mean not to bother trying until the escapement is above the green line?

Thanks in advance for answering the stupid question.

Looks to be the point at which the Kenai becomes "fishable"...about 22,000/day from the graph. Ask Klondike Kid as it's his website and his graphic. Gary's a good guy and he'll fill you in if my guess isn't correct.
