EXPLANATION:

This emergency order closes the fall portion (October 1 thru November 30, 2007) of the 2007/08 brown bear drawing permit hunts (DB301, DB303, DB305, DB307 and DB309) in Game Management Units 7 and 15 on the Kenai Peninsula at 11:59 PM on September 15, 2007. People who received one of these permits will be allowed to hunt during the spring portion (April 1, 2008 thru June 15, 2008) of these hunts. All other brown bear hunting regulations are not affected by this emergency order.

REGULATION:

Therefore, the following regulations in 5AAC 85.020 (6) and (14), Hunting Seasons and Bag Limits for Brown Bear, are superseded by this emergency order, and the following provisions are effective:

JUSTIFICATION:

For brown bear management on the Kenai Peninsula, the Department currently manages harvest so human-caused mortalities do not exceed 20 total brown bears, nor exceed 8 female bears older than 1 year from January 1 thru December 31 of the current year. Human-caused mortality include defense of life and property kills, automobile collisions, illegally taken brown bears, hunter kills, and management related deaths. From January 1, 2007 thru August 15, 2007, documented human caused mortalities for brown bears on the Kenai Peninsula has totaled 15 bears, of which 10 were females older than 1 year. If we allowed a fall hunt (October 1, 2007 thru November 30, 2007) with the current drawing permits, we would further exceed the current management objectives. Therefore, the fall portion for the 2007/08 brown bear hunting season for drawing hunts DB301, DB303, DB305, DB307 and DB309 will be closed by emergency order.

As stated in the 2007-2008 Alaska Spring Drawing Permit Hunt Supplement “If current patterns of human-caused mortality continue, the fall portion of these hunts will likely be closed.”. Unfortunately, that was the case this year. Please remember that current permit holders will be able to hunt during the spring portion of this hunt (April 1, 2008 thru June 15, 2008) and the permits issued this year are your valid permits for the spring season.
