Alaska West Air will fly you from Nikiski in a Turbine Otter to Wolverine Lake across the Inlet. You could fish for salmon while you are there. Visit their lodge. Fly over glaciers, and see a ton of bears. It's probably the best you'll find.

what I was looking for is a boat tour. I have 3 people and paying the kind of fairs that you are mentioning is way out of the budget.

I've done the glacier tours out of Whittier and Seward and found the Whittier one to be more enjoyable. The big company in Whittier is Phillips but we opted for the smaller Major Marine and enjoyed it. The service was fantastic. There was an issue with the train not being able to get through the tunnel which meant we only had like 20 people on a boat that hosted one hundred and something so that probably made it a lot better than usual.

The Glacier boat tour out of Portage might fit your budget. I've never done it but hiked to portage lake yesterday from Whittier and saw the boat cruising right up to the glacier.
Consider that smoke haze will dampen the viewing experience
