Default kenai city dock put in level

How high does the water need to be to put in or retrieve at the kenai city dock? Is it +1' ?

The electronic sign says no launching/retrieving 2 hours before and after high tide.
Not sure how close they are following that.

I thought it was low tide?

It is low tide. Per the handy-dandy City of Kenai Dipnet App:

The sign was operating on Wednesday, but people were launching throughout that period. I can't remember exactly, but last year there was a pretty big minus tide and it was definitely closed for that. We launched and retrieved right at the 2 hour cutoff and it wasn't even close to bad.

    Sorry yes LOW tide.
    A typo on my part.
I believe this weekend starts another round of minus tides.
Just didn't want to see someone waiting in line for a couple of extra hours.

I launched/recovered my boat within the two hour low tide period with no issues but it wasn't a minus tide. The gate said it was ok to launch.
