Some states do require by law that a diver have a flag out while diving from a boat. Florida law says you can use either a flag or buoy while diving from a boat.
AK there is no such law as required but if you do have a flag out other boats are required to stay clear by a min 100'.

Thanks, guys. I was trolling around Whittier and saw what I thought were herring thrashing around on the surface. Idled toward it until I could see it wasn't fish. Changed course at about 150' and awhile later 2 divers emerged at the "beach".
when I fist spotted the bubbles, they were clear up by the point that turns into salmon run.
