    can a non resident of Alaska buy a brown bear or moose license over the counter? or is there a drawing of some kind?

    Yes, as long as you have a guide to "tag along" with you for the bear when you're hunting them. No guide requirement for moose and otc "harvest tickets" for them as well.......

    Yes, a non-resident can purchase a brown/grizzly bear metal locking tag and a moose metal locking tag from any license vendor (over the counter) or online through the Department's website.

    However, in the case of brown/grizzly bear, you must list the name of the Registered Guide or Master Guide or Second-Degree Kindred relative who will be escorting you while you're in the field and their place of residence, and that information must be listed on the paperwork at time of tag purchase.

    there are drawing hunts for both animals, and over the counter hunts for both animals depending on where or who you decide to hunt with. the hunting license and metal locking tag can be purchased, but like say there are some specific hunts that require a permit before hand.

    You really need to go to the ADFG web site and start reading. Yes you can buy over the counter moose tags. But you need to be hunting in the correct area to use the tag. There are many "draw" tag areas and restricted weapon hunts. Brown bear - you need a guide no matter what.

    Also, a current hunting license is required when submitting a draw permit application. Applicants are not required to purchase metal locking tags when submitting permit applications. But, when submitting a draw permit application for Guide Required species (i.e.; brown/grizzly bear, Dall sheep, mountain goat) in some areas of the State and if not hunting with a Second Degree Kindred relative, an applicant must provide a State authorized Unique Verification Code that's been provided to them by the contracting Registered Guide or Master Guide.
