Default Sport limit of shrimp for AK resident?

I noticed in the DPS reports that a Juneau resident was cited for overlimit of sport caught shrimp near Yakobi Island (Southeast). I didn't know there was a resident sport limit for shrimp in Southeast; I've looked and all I've been able to find is shrimp regulations (pertaining to residents) under personal use....Any thoughts on this?

He may have been a nonresident. They are limited to 3 pounds or 3 quarts of shrimp.

I removed the link to the SP blotter. Per forum rules, that is not allowed.

I am aware of the non-resident limit...I heard second hand that the guy has lived here for a long time though I suppose it is possible that he left and came back...
