The Federal Energy Regulatory Commission issued an order regarding Kenai Hydro (6/18/15). The order is here:

FERC denied re-hearing on the expiration of a preliminary permit for the Grant Lake hydropower project, near Moose Pass. I suspect that's a tributary to the Kenai Rv.

Not sure the FERC order means very much. The significance is that the project developers no longer have priority for the site, but they can still apply for a license for the project, which they are already doing.

The FERC order is fairly short, and reasonably understandable. It even includes a rare dissent from one of the Commissioners. I don't think I've ever seen a Commissioner dissent on an issue related to a preliminary permit. That's usually small potatoes......
