My opinion is that it is probably a good thing to start some serious management....And I agree that fewer and fewer adult bears are being harvested...and more sows are being taken...that is just what I see from the taxidermist's perspective....
The best way to 'divy up the pie' might be hard to come to agreement on.
Some options I can see as possibilities
draw only - with 10% of tags for non res
no fall season
one bear every 3 yrs
emergency closure or change in regulations.
While I disagree that the population decline is entirely driven by hunting pressure, I do think that is probably a majority of the cause. The BAD winter we had 3 yrs ago was hard on the bears - AND two yrs ago and last yr we saw VERY few pinks in the streams...very few, if any, actually........ My boyfriend shot a bear that was literally starving on its feet and I have heard several other stories of the same.
