No - not even close. 40" at best, and probably not even that. That moose is a classic tweener - not even close enough to focus on for more than a passing glance.

Depends on the unit. My moose this year was 32", but had 3 brows. This guy would probably be legal in a 3 brow area, can't quite tell from the pic. Every bull is worth checking out, often those little guys can come through for you with brow tines.

High 30's to low 40's, but NOT legal in some Units. They are fun to watch though!

That is very true. I have a set at home that is 34" and has 4 brow tines on one side. The wildlife trooper who checked us wasn't satisfied in looking at it upside-down how it was packed just because it looked too small to have enough tines. Once we turned it over, it was clear, just wasn't what he expected to see on that size rack.

Based on the width of his face that bull is in the mid 40's, but small enough to be obviously too small at a glance.

Not legal in any of the 15ABC units. You have some good pics you can use to measure. 10" between the eyes. Make a graph. I did it on 8 bulls over 40" this year. Several were poached and then later measured by F&G. I was very close on them using this method. One was 47" and left to rot on the 90 at Miller Loop. We passed on him several times, taking pics and video each time knowing he was close, but not close enough. Too bad he was wasted.
