Default Soldotna Airport is outside the TFR now but still Class D

While going over Soldotna yesterday an angry voice told me they were class D with an operating tower of some sort.
They are outside the fire TFR and their automated says nothing about being class D.
When was half a mile away they told me I could change freqs.. So who knows how big the area might be...

    Just passing it along.
