Default Removing brake calipers on boat trailer

I have Tie down disc brakes on my trailer. Today I attempted to remove the calipers to inspect everything and I need some help. There are two large bolts holding the caliper to the plate on the trailer. I removed the nut from this bolt but the bolt can only move a limited way before the rotor stops it.
Does the rotor have to be removed to get the caliper off or I am missing a step or bolt somewhere?
BTY, third season on the tie downs and the rotors and other parts still look good. Looks like I can get one last season out of the pads as well.

Looking at step 3 on that page looks like you need to remove the caliper and hub/rotor as an assembly.

That is if that is the same model as yours.

Seems a little silly to me to design it that way.

You might see if you can unbolt the caliper bracket, but that is probably part of the backing plate that bolts on behind the hub.

Sounds like a good time to pack/inspect the bearings.
