    Sounds like a very "green" board… lots of VERY basic questions being asked of staff.

    Vania presenting on RC-5…. review of 6 NCI ( Chuitna, Theodore, Lewis, Alexander, Willow, Goose) king stocks of concern…. despite many many restrictions, only 2 of 6 goals achieved in 2013.

    Johnstone raises the concern about accounting for chinook "C&R mortality" in the ESSN's

    Staff feels defeated in measuring it… too many variables and problematic for users to report…. even if just an estimate.

    Jeffries naive questions a bit exasperating…. she needs a rudimentary course in Fish Mgt 101. She's out of her league when it comes to the complexity of UCI issues!

    Really, the other Board members are shinning examples of fish management knowledge? This Board process is broken and yet we have multi-billion dollar industries being run by a Board that meets for two weeks every three years. I know of no multi-billion dollar corporation that runs this way. Hickle called us the owner State and that was a good choice of words but we run it like a bunch amateurs.

    After over 25 Board of Fish meetings I am sitting this one out. In my opinion this will be a terrible Board meeting. Not for the outcomes as it is hard to foul up much more than it already is but because of the lack of integrity in all user groups and the staff. I have read the comments and staff reports and there is lie after lie or misrepresentation of the data through out the documents. I think the worst are UCIDA, KPFA, KRSA, and Mat/Su, and the KRPGA for user groups and the ADF&G staff on the status of chinook salmon in the Kenai. Heck the staff does not even mention the weir counts for the early run chinook in the FAQ document and are sticking with the estimate of 2032. The upstream count is 2900 and the weir estimate is probably over 4000. In one question they say small fish do impact the counts and two pages latter say small fish impact the counts. Commenting on proposal 219 they say it will not do much good but on their Slikok Creek proposal they say it will do a lot of good. What a mess.

    So until a Commissioner cleans house with the staff and the Board holds the user groups accountable for bull crap testimony there is no reason to think a good outcome will come out of this meeting. What is obvious to me is that most of the Board members have not read the 4000 pages of information given to them in the last few days. Wonder why that is?

    I'd think you need to know more about economics and politics than fish biology for UCI issues.

    Had to leave the audio for a while

    Now in the midst of Kenai king assessment, sounds like Begich's voice reporting…. counting, probability of sonar detection at 10 minutes an hour, expansion factors, upriver/downriver sonars, "large fish" counts, radio telemetry results.

    Ed Jones reporting on the Chinook Research Initiative. 10 million/yr requested and 7.5 million granted specifically for chinook research.

    Cook Inlet specific: subsistence 320K, Kenai sonar project 1.8 million, 2 million for hatch kings (Deception/Eklutna), 300K for Alexander weir project

    Better adult enumeration, greater investment in GSI stock-specific harvest, juvenile marine survival issues
