Default Legal issue regarding use of rods

Whilst fishing in or around the SE what is the legal requirement regarding the use of rods on-board a personnel sport fishing vessel. Most modern vessels carry or use a number or rods whilst prospecting for fish. In the case where as there is only one angler on board is the vessel restricted then to use only one rod or does the regulations allow for the use of multiple rods in any circumstance?...........

You can have an entire boat full or rods as long as you only have one per person actually fishing.
