I would think you could adjust to limit throttle...? Can I ask why?

20 hp on duck lake, but not so on rabbit slough. use boat to access lake from rabbit slough, then either walk in or bring in a canoe to hunt with. Bud

You can also run out to the mouth of the bay and do pretty well if your into the tide changes. Lots of options out there.

Gray, you could probably adjust the governor or swap out the carb or .... (as the bore and stroke of the piston may well be the same for both for the motor you have and a 20hp). But I would think the problem would be that the motor will still officially be a 23 hp unless the factory (or authorized person) does the work and replacards the motor as a 20.

I had a neighbor I hunted with growing up that had a 15 hp Johnson which was esentially the same as the 9.9 but for the carb. He painted it camo and used it on a 10hp limit lake (just didn't run it wide open). But when he was stopped and checked one day by a warden who was a little nore sophisticated than anticipated, he discovered that the freeze plug was stamped with 15hp and got a ticket. You might just order a 20 hp sticker from the motor manufacturer, but you could run into same problem.

Just pay attention to the tide or you may come back only to find it on the bottom of the slough. Seen it more then a few times. It's the out going thats get you.
