Default the Dick act of 1902, prohibits gun control?

Not sure where or how this came across my desk today... but though i would throw it out for discussion on what it could mean for our current status on gun control issues... anyone ever heard of this? or done any research into it?

The Dick Act of 1902 also known as the Efficiency of Militia Bill H.R. 11654, of June 28, 1902 invalidates all so-called gun-control laws. It also divides the militia into three distinct and separate entities

I love these things! Plug this into a search engine: "Efficiency of Militia Bill H.R. 11654, of June 28, 1902", and the results produced are as if you has said "show me every nut-job website on the internet". Too funny.

I think it's a shame that our leaders can ignore the law when they don't like it. It's also a shame that some think it's funny that our leaders can choose what laws they want to follow. I believe we all should be equal under the law. I don't think even the President should be above the law. Laws such as this one were put in place for a reason and to have them ignored or scoffed at does bother me some.

H.R. 11654, of June 28, 1902 died in the House. As far as I know, no credible documentation of the proposed language that failed to pass exists, and the effects attributed to it by all the right wing websites are fabricated. If anyone can produce photo evidence of the actual language of H.R. 11654, it would be interesting to read for historical education.

Here is a photocopy of the actual language of the real "Dick Act" which passed in 1903: Attachment 62266

And here is a pretty good summary of of what it did, as well as a some additional links to factual information:
