    Be interested in what others think about this, and if it relates to the whole Rossi incident. You have to read the pdf file to see the actual changes being proposed:

    It's the distribution and use of hunt records part and other changes in that realm that is interesting in light of the charges against Rossi.

    NOTICE OF PROPOSED CHANGES IN THE REGULATIONS OF THE BIG GAME COMMERCIAL SERVICES BOARD

    The Big Game Commercial Services Board proposes to adopt regulation changes in Title 12, Chapter 75 of the Alaska Administrative Code, dealing with registered guide-outfitter examinations, distribution and use of hunt records, guide use area registration, hunt record, supervision, ethics standards, activity report, and hunting experience, including the following:

    1. 12 AAC 75.110, Registered guide-outfitter examination, is proposed to be changed to alter the requirements for registered guide-outfitter examination.

    2. 12 AAC 75.205, Distribution and use of hunt records, is proposed to be changed to alter the requirements for distribution and use of pre-numbered hunt records by a registered guide-outfitter.

    3. 12 AAC 75.210, Hunt record, is proposed to be changed to alter the hunt record requirements for a registered guide-outfitter.

    4. 12 AAC 75.230, Guide use area registration, is proposed to be changed to alter the requirements for guide use area registration.

    5. 12 AAC 75.240, Supervision, is proposed to be changed to alter the requirements for supervision by a contracting registered guide-outfitter or noncontracting registered guide-outfitter or class-A assistant guide.

    6. 12 AAC 75.340, Professional ethics standards for guides, is proposed to be changed to alter the provisions relating to ethics standards for all classes of guides.

    7. 12 AAC 75.395, Distribution and use of transporter activity report booklets, is proposed to be repealed to eliminate the requirements for pre-numbered transporter activity reports.

    8. 12 AAC 75.400, Transporter activity report, is proposed to be changed to alter the requirements for transporter activity report.

    9. 12 AAC 75.440, Professional ethics standards for providers of transportation services, is proposed to be changed to alter the provisions relating to unethical activities for transporter, master guide-outfitter, and registered guide-outfitter.

    10. 12 AAC 75.920, Hunting, guiding, and practical experience, is proposed to be changed to alter the hunting experience requirements.

    You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments by mail, fax, or e-mail to:

    The written comments must be received no later than 4:30 p.m. on March 8, 2012.

    Oral comments relevant to the proposed actions, including the potential costs to private persons of complying with the proposed action, may also be given at a hearing to be held on March 15, 2012, at the UAF Wood Center, 505 Yukon Drive, Fairbanks, Alaska. Written comments will not be accepted at the hearing. The hearing will be held from 10:30 a.m. to 12:00 p.m. and might be extended to accommodate those present before 10:30 a.m. who did not have an opportunity to comment. If you wish to give oral comments, you must be present before 10:30 a.m. to sign the register of participants wishing to give testimony. The chair of the Big Game Commercial Services Board may limit each participant’s length of oral testimony to a time limit, determined by the chair before the hearing begins, to allow enough time for all those present and timely registered to give testimony.

    I don't think the proposed changes are in response to (or the result of) the Rossi incident.

    i like how you can't camp with in 2 miles of another YEAR ROUND STRUCTURE guide camp in unit 9...thats funny. don't say anything about a tent camp thats not year round...2 miles is an mornings walk to a look out. wonder if that reg has changed any situations on the pen or just made something else for troopers and rival guides to GPS and complain about.

    Default "visual recording" ???

    "visual recording" (of an applicant caping a big game animal) seems like an odd description to put into law. Does this mean still pictures? Or a movie? Of what portion of the caping process? (entire?) Not only do they not seem to mandate the amount of the process that is recorded, neither do they state a particular resolution. Ever seen game cam pics from 2 decades ago? We'd all look alike using that resolution.

    Mark, can you clarify what species this requirement is for, and where, and for whom this would apply? (guides only?)

    Sorry for all the dumb questions, but doesn't this requirement kind of assume that the guide cannot cape their clients trophy?

    About the pre-numbered book of only 50 pages, that sure sounds like a Rossi-ish response to me, but of course I'm just guessing.
