Performance Review of the International Pacific Halibut Commission!
Performance Review of the International Pacific Halibut Commission
November 2011 – April 2012
In-depth, focused stakeholder interviews. The bulk of CONCUR’s assessment will be drawn from a series of confidential, one-on-one interviews to be conducted with a representative and diverse set of stakeholders – processors, fishermen (commercial, recreational and First Nations/Native Alaskan/tribal representatives including those harvesters affected by halibut by-catch limits),
Dr. Bruce Leaman, director of the International Pacific Halibut Commission, said it has been one of the "toughest years ever" for stock assessments. He also put the industry on notice that more severe cuts are likely, possibly as soon as 2013.
"It is worth pointing out to you the reality that using our assessment models the way we are, we are consistently overestimating biomass given the performance of the fishery”.
Let’s hope the review sheds light on the problem and proposes a course of action.
